What?

Updates @wordpress/docgen to support extracting JSDoc descriptions from TypeScript function overload signatures.

Why?

When a function uses TypeScript overloads, the JSDoc comment is placed on the first overload signature — not on the implementation. The docgen tool previously only recognized FunctionDeclaration AST nodes when searching for JSDoc in the file, missing TSDeclareFunction nodes (which is what TypeScript overload signatures produce). It also short-circuited when more than one candidate matched a function name, so even if overload nodes were found, the lookup would bail out early.

This caused registerBlockType — one of the most important APIs in the block editor — to be documented as "Undocumented declaration." after TypeScript overloads were introduced in #77393.

Testing Instructions

Run the updated unit tests:

npm run test:unit packages/docgen/test/get-intermediate-representation.js

All tests should pass, including the new TypeScript function overloads test case.

Rebuild the docs and verify registerBlockType documentation is restored:

npm run docs:build

Check packages/blocks/README.md — the ### registerBlockType section should contain the full description, usage example, parameters, and return value (not "Undocumented declaration.").
